All lines parallel to that line must have slope = -2:
You want m = -2 and y = 1 when x = 0
----
y = mx + b
1 = -2*0 + b
b = 1

Slope-intercept form is y=mx+b where m is the slope and b is the y intercept.


The slope of the given line is -2.


The slopes of parallel lines are the same.


So far that makes the line wanted y=-2x+b.


To find the b, substitute the given point into the line. If the point is on the line, then the x and y value of the point work in it's equation, and can be used to find b.


1=2(0)+b


b=1


The equation of this new line is y=-2x+1.
