Use point-slope form:
y - y1 = m(x - x1)
y = (-2/3)(x - 3)
y = -2x/3 + 2

One way to do this is, on you graph paper, after you have drawn the x-axis (horizontal) and the y-axis (vertical), mark one point at the position x = 3, y = 0 for the point (3, 0).
Now since the slope (rise-over-run) is -2/3, from the point (3, 0) you just marked, go up (rise) 2 units and left (run) 3 units and mark a second point.
Why go left instead of right here, well...because the slope is negative as indicated by the -3. If it were a positive slope, you would go 3 units to the right.
Now join theses two points with a straight line.
