m=the slope of the line
x=any corresponding value of x on the line

So, plot the the y=intercept at coordinate point (0, -3). Starting at (0,-3) and using the slope of (+2/+3), move up 2 spaces and move 3 spaces to the right. Plot this point. Starting over at (0, -3), and using the slope of (-2/-3), move down 2 spaces and 3 spaces to the left. Plot this point. Connect the dots for the representation of the line.
