Since the slope of a vertical line such as x = 3 has an undefined slope, such as some number divided by 0. A line perpendicular to that would be multiplied by 0 such that we have some horizontal line of the form y = ?.
Since 15 is our y-value of the point, then the answer must be y = 15.
