Divide thru by 2 to get:
x+4y=-8
solve for y as follows:
y=-(1/4)(x+8)

2x + 8y = -16 [solve for y]
2x-2x+8y=-2x-16
8y=-2x-16
8y/8=-2x/8 - 16/8
