Approximately 8.6% of campus-based federal student aid is given to students in two-year public institutions. How much campus-based aid did students at two-year public institutions receive in 2006?

See problem 486630. That student left out the 2% part.
Your sentence with "2%" leaves out $, which is reasonable to assume.
In that case answer = 2% * 8.6% of total = 0.00172 * total.
To be clear, I'm assuming the rest of the pie chart shows various slices totaling 98% of all campus based students' cost, in which each source of funds is not federal aid.
