The goal is to get everything hanging around the x on the left hand side over to the right hand side via legal operations applied to both sides.
Add 4 to both sides:
3/2 x = -5
(I had to show the extra step in 9th grade, but not now. You should be able to figure that part out if required).
Multiply both sides by 2/3:
x = -5 * (2/3) = - (10/3)
Or -3 1/3 if improper fractions are frowned on.
