The simplest is a straight line y = -7

Three points cannot uniquely determine a function. In fact, any finite number of points cannot determine a unique function. Here, we could say that f(x) = -7 works, but it is not the only function. For example, f(x) = x(x-8)(x+8) - 7 works as well.
