solve the first equation for y
9y=8x+2
y=8x/9+2/9 the slope of this one is 8/9
so the slope of our equation would be -9/8 since it's perpendicular
then plug in the point and the slope
y-y1=m(x-x1)
y+9=-9/8(x+7)
