Line perpendicular to the graph of 2x + 4y = -1 OR y = -(1/2)x - 1/4 (green)
Slope of the line perpendicular is m = 2 (negative reciprocal)
New line:
y = 2x+ b |using ordered pair (-1,3) to solve for b
3 = -2 + b
5 = b
y = 2x + 5 (blue)
