Begin by finding the slope of:
-9x-2y=10
do this, by putting it into "slope-intercept" form:
-9x-2y=10
-2y=9x+10
y=(-9/2)x-5
slope is -9/2

Slope of our new line has be the "negative reciprocal" for it to be perpendicular.
(-9/2)m = -1
m = 2/9 (our new slope)

Plug the above slope and the point (-9,9) into the "point-slope" form:
y - y1 = m(x - x1)
y - 9 = (2/9)(x - (-9))
y - 9 = (2/9)(x + 9)
y - 9 = (2/9)x + 2
