1st: Draw a line
2nd: Pick any point and label it "zero".
3rd: Pick a point to the left of zero and label it -3
Put an open circle at -3
4th: Pick a point to the right of zero and lable it 4
Put a solid circle at 4
5th draw a line segment connecting the open circle and the solid circle

That is the graph you want.
