"write the slope intercept equation for the line with slope -2/7 and y intercept (0,4) I have tried the formula (y2-y1)/(x2-x1), but the fraction is messing with me?"
Slope-intercept form is y = mx + b
m is the slope
b is the y-intercept
slope = -2/7 and y-intercept = (0,4) = 4 {these are given}
y = (-2/7)x + 4 {substituted given values into slope intercept form}

Since the slope is given (-2/7), you use the slope- point to write the equation.
Use m = -2/7 and (0,4).
y = mx + b
y = (-2/7)x + 4

It's y = mx + b
m = -2/7
b = 4
--------
y = (-2/7)x + 4
