Hybrid sales went from 11 to 19 between 2006 and 2008. Therefore:
2006 to 2008 = 19-11/11 or 73%.
Since we are dealing with 2008 to 2011, we have to multiply the sales increase by 3/2 so 2008 to 2011 = 73% * 3/2 = 109%
1(11)+109%(11)=11+12=23 cars
So we would expect sales of hybrids to be equal to 23 cars per week.
