Write the standard form of the equation of the line passing through the point
(4,-1) and perpendicular to the line 4x-y=3.

Find the slope of the line by putting it in slope-intercept form. That means solve for y.
4x-y=3
y = 4x-3
slope = 4
---------
The slope of lines perpendicular is the negative inverse = -1/4
Use y = mx + b and the point to find b
-1 = (-1/4)*4 + b
b = 0
----------
y = (-1/4)x + 0 is the line thru the point perpendicular to the given line
y = -x/4
4y = -x
x + 4y = 0 (standard form)
