Hi
the standard slope-intercept form for an equation of a line is: y = mx + b
where m is the slope and b the y-intercept.
slope of the line is 2/5 and the y-intercept is (0, 4)
y = (2/5)x + 4
Note: as y increases/decreases by 2, x increases/decreases by 5
