Look at my Lesson on the topic of plotting inequalities.

You need to plot the lines
y=2
y=(2/3)x-1

Once you have those, you need to shade the regions you DON'T want so that the region you do want is left blank on your page. At least this is how i approach this type of question. Again look at my Lesson for examples and explanations.
