Do you know what the slope of a line is? Do you know what makes two lines

parallel? Two lines are parallel if they share the same slope.

Solve your equation for y. The slope will be the coefficient of x.

16x – 2y = 4

-2y = -16x + 4

y = (-16x + 4)/-2

y = 8x - 2

Do you see the number next to x? That is your slope.

Any line that is parallel to y = 8x - 2 will have the same slope which is 8.
