the answer my teacher gave us is Y=2/5x-39/5 . I got the 2/5x by solving for y what i dont understand is how she got 39/5. i keep going over to see if i have forgotten some part of the problem but i just dont see where i made the mistake

I think you mean 5x + 2y = 18, judging from the slope.
Find the slope:
m = -5/2
The slope of lines perpendicular are the neg inverse, = +2/5
Use y = mx + b and the point to find b
-7 = (2/5)*2 + b
b = -7 - 4/5
b = -39/5
---------
y = (2/5)x - 39/5
The teacher is always right. Most of the time.
