Find the y intercept; put x - 2y = 3, into the slope intercept form
x - 2y = 3
-2y = -x + 3
y has to be positive, mult by -1
2y = x - 3
divide both sides by 2
y = x -
y intercept = - or -1.5

Find the slope of 8x - y = 4, (parallel lines have the same slope)
8x - y = 4
-y = -8x - 4
y has to be positive, mult by -1
y = 8x + 4
slope = 8
therefore
y = 8x - 1.5 is the equation
