Calculate the slope of each of the lines represented by the two equations (easiest thing to do is to put them into slope intercept form and determine the slope by inspection.)
If the slopes are equal, the lines are parallel. If the slopes are negative reciprocals, the lines are perpendicular. If neither relationship holds, then they are neither parallel or perpendicular.
