Not 100% sure of the question, as you don't have brackets...

Either:
4%2F%2815y%29+%2B+16=0
4%2F%2815y%29+=+-16+
1%2F%2815y%29+=+-4+ by dividing both side by 4
1%2F15+=+-4y+
--> -1%2F60+=+y+

Or:
%284%2F15%29y+%2B+16=0
%284%2F15%29y+=+-16
%281%2F15%29y+=+-4
+y+=+-60+

As you can see, any ambiguity in the question can lead to a very diverse solution. This is why brackets are so important... they group terms together.
