2x+y<(less than or equal to) 4
y+1>(greater than or equal to) -2x

ALWAYS graph the boudary of the inequality first:
Graph y = -2x+4 with a solid line because = is included in your equation.
Then shade the area BELOW the boundary because you want y LESS than -2x+4

than -2x-1
