In this form the slope is m and b is the value of y where the line crosses the y-axis (that is, when x = 0).
Since the slope m, in this case, is -2 we know:
1.) y = -2*x + b
We still need to find b. Since the line passes through the point (3,-7) we know that when x=3, y has the value -7. So substituting in 1.) we have:
-7 = -2*3 + b
-7 = -6 + b
b = -7 + 6 = -1
So we have: y = -2x - 1
