First, we must solve for y to get the equation in slope intercept form.


Start with the given equation


Subtract 3x from both sides.


Rearrange the terms.


Divide both sides by 2 to isolate y.


Break up the fraction and simplify.


So the equation is now in slope intercept form where the slope is and the y intercept is

Get y by itself
2y=-3x-1
y=-3x/2-1/2
The slope is -3/2
So the perpendicular line has to have a slope of 2/3
2/3*(-3/2)=-1
The new line goes through (4,5)
Plug in 4 and 5 to find b
5=2*4/3+b
15/3-8/3=b
7/3=b
y=2x/3+7/3
or 3y=2x+7
