y=3x+7 this line has a slope (m)=3
8x-2y=16 I'll assume there is an = sign in here somewhere
-2y=-8x+16
y=-8x/-2+16/-2
y=4x-8 this line has a slope (m)=4
Therefore they are not parallel.
