The slope is -2/3 which means it slants down from left to right.
A line perpendicular would slant up so would have a slope of 3/2=1.5
(3/2)*(-2/3)=-1
From the wording of the question, it appears there should be some choices.

3Y=-2X+12
Y=-2X/3+12/3
Y=-2X/3+4 (RED LINE)
THIS LINE HAS A SLOPE=-2/3.
ALL PERPENDICULAR LINES WILL HAVE A SLOPE=3/2.
ONE SUCH LINE WOULD BE Y=3X/2+4 (GREEN LINE).
