y = 3x - 4 is in slope-intercept form, so the slope is +3.
The slope of all lines perpendicular to it is the negative inverse, -1/3.

Use y = mx + b and the point to find b.
5 = (-1/3)*(-3) + b
b = 4
------
--> y = (-1/3)x + 4
