0.6x+4<1.0x -9 less than or equal to

x/x is what I subtracted 4 from both sides to give me -13 and then subtracted 1.0 to get -0.4 I get less than or equal to -13/0.4, but I think I was suppose to times the decimals by 10, thank you for your help.
