Plug into "point-slope" form:
y - y1 = m(x - x1)
y - (-2) = (1/5)(x - 10)
y + 2 = (1/5)(x - 10)
y + 2 = (1/5)x - 2
y = (1/5)x - 2 -2
y = (1/5)x - 4
