Is y+3=0 a linear equation? Yes.

You can rewrite the above equation as y=-3.

In Slope-Intercept form given as y=mx+b where m is the slope and b is the y-intercept when x=0 at point (0,b).

For this example, the slope m=0 or a horizontal line and the y-intercept is -3.
