y = 3/2x + 9
Perpendicular lines have negative reciprocal slopes;
So the slope for the new equation is going to be -2/3, so lets start with;
y = -2/3x + b
Now lets us the point given for our x and y;
3 = -2/3(-4) + b
3 = 8/3 + b
3 - 8/3 = b
9/3 - 8/3 = b
1/3 = b
So the equation will be;
y= -2/3x + 1/3
