how would you graph x=3,y=-1, and 2x-2y=0 on a coordinate plane

Put equation in slope-intercept form.
---
2y = 2x
y = x
---
If x = 3, y = 3 giving you point (3,3)
If y = -1, x = -1 giving you point (-1,-1)
------------------
Plot those points and draw a line thru them.
