Currently I was advised the answer is y=4x-3 , but I need to have a full understanding or a break down of how the answer was arrived.

Notice that the x-values increase by 1
Notice that the y-values increase by 4
-------------------------------------------
This constant increase tells you the relation is linear.
So the equation looks like y = mx + b
---
The constant increase of the y-values is the slope: m = 4
The y-value that goes with x=0 is the y-intercept: b = -3
------------------------------------------------------------
So the equation is y = 4x-3
