You are given the information that the slope is 4 and that the line goes through a point. If you graph the point (-1,-3), you can figure out the Y-intercept. Simply count 4 units "up" on the graph (positive direction) and 1 unit to the "left" on the graph (also positive direction). Why? because the slope is the change in y divided by the change in x.
