3x - 2y <= 12

a) above the line
b) below the line
c) to the left of the vertical line
d) to the right of the vertical line

Add 2y to both sides to get the proper perpective:
3x <= 2y + 12
Then:
2y >= 3x - 12
y >= (3/2)x - 6
----------------------
Since y is GREATER the shading is ABOVE the boundary.
