The line x=2 is a vertical line where every point on that line has an x coordinate value of 2. So it is the vertical line that goes thru (2,0).
Since the point you are given is (2,-8), that point is already included in the line x=2 (note the x coordinate is 2 on that point).
So - there is no line that is both parallel to x=2 AND goes thru (2,-8). There is only one vertical line passing thru (2, -8) and that is the line x=2.
