Add -1 to each part of the inequality:
Multiply by 
 < ({1 \over 3}) 3x < ({1 \over 3}) 10)
Now, on your number line, draw an open circle on the -1, and another open circle at 
. Use open circles because your inequalities do not include equals. That is they are 
signs rather than 
signs. Then make a heavy line connecting the two open circles.
