Plot the point (1,-3).
The slope of y = -3 is zero.
The slope of any line perpendicular to it is "undefined", not 1.

The equation of a line perpendicular to x = -1
passing thru the point (-1,6) must have a y-value
of 6. The line in fact passes thru all the points
where y = 6. It's equation is therefore y = 6.
