Write the equation of the line passing through (3,-2) but is perpendicular to y=3.
------------
y = 3 is a 'horizontal' line, parallel to the x-axis.
A line perpendicular to it will be vertical, parallel to the y-axis. If it passes thru (3,-2), the x-value will always be 3 (since it's parallel to the y-axis).
So it's x = 3
