First, recall that if two lines are parallel, then their slopes are equal.
The given equation (x+2 = 0) can be written as: x = -2 and you should recognize this as a vertical line (parallel to the y-axis) with an x-intercept of x = -2.
The slope on a vertical line is, of course, undefined, so that the slope on your line will also be undefined, ie, a vertical line. All vertical lines will have an x-intercept and you are told that the new line will intercept the x-axis at x = -1 because it passes through the point (-1, 0).
So the equation is simply:
