2x+3y=-6
First we need to put this equation in the line equation form Y=mX+b where m=slope & b=the y intercept.
3y=-2x-6
y=-2x/3-6/3
y=-2x/3-2 here we have a slope(m)=-2/3.
Any line perpendicular to this line has a slope=3/2 (the negative reciprical of the original slope).
Now replace the x&y terms with the values(-4,2) & the new slope & solve for b.
2=3/2*-4+b
2=-12/2+b
2=-6+b
b=2=6
b=8 for the y intercept (0,8).
y=3x/2+8 (green line) is this perpendicular line to y=-2x/3-2 (red line) & passes through (-4,2).
