Find the intercept: 23 = 1.35*26.6 + b
b = -12.91

EQUATION:
Bill(x) = 1.35x -12.91 where x is water use in HCF.
-----------------------
Bill(29) = 1.35*29 - 12.91
Bill(29) = $26.24
