What is the equation of a line that is parallel to the line y=3x+9 and NEVER passes through the same point (-4,3) in point slope form.

Since it's parallel, it has the same slope. In order to not pass thru any point as the y = 3x+9, it has to not coincide with the line, so it will be
y = 3x+b, b<>9. That is, b can be any value except 9.
