if you have an x-intercept at 2, this means the line crosses (2,0).
for a y-intercept at -3, the line crosses at (0,-3).

Slope, can be determined from two points:(2,0) and (0,-3)
slope (m) = (0-(-3))/(2-0) = 3/2
.
Recapping, we have:
y-intercept at -3
slope is 3/2
.
plugging this into the "slope-intercept" form:
y = mx + b
we have:
y = (3/2)x - 3
