Change x + 3y = 12 to standard slope format y = mx + b to find the slope
3y = -x + 12
y = -x/3 + 4
So the slope is -1/3. A line perpendicular will have a slope of +1/3.
Now find a line with a slope of 1/3 passing thru (9, -5)
y - Y = m(x - X) + b where the CAPS are the point (9,-5)
y + 5 = 1/3(x - 9) Multiply by 3
3y + 15 = x - 9
x - 3y = 24
