Do you mean y= -1/3 x + 23/3??? If so, then you need to start with the y-intercept at the point 23/3, which is almost up to 8 units.

From this point measure off a slope of -1/3. This is to say, it is a RISE of -1 and a run of 3. So from the point that you just graphed on the y axis, and measure DOWN 1 unit, then move 3 unit to the right, and put a point. Connect the two points and it should look like this:
