FOR A LINE TO BE PARALLEL TO THIS LINE IT HAS TO HAVE THE SAME SLOPE(-2/3) AS THIS LINE:

-3=4/3+b
b=-3-4/3
b=(-9-4)/3
b=-13/3
Y=-2X/3-13/3(GREEN LINE)
THUS WE HAVE THE PARALLEL LINE WITH A SLOPE(-2/3) PASSING THROUGH (-2,-3) IS:
