Y=-2X-4 THIS LINE HAS A SLOPE=-2
THUS THE LINE PERPENDICULAR WOULD HAVE A SLOPE=1/2
0=1*1/2+b
b=-1/2
THUS THE EQUATION IS:
Y=X/2-1/2
