I'll assume the inequality that you want to graph is

The boundary line equation would be
It's of the form y = mx+b
m = 1/4 = slope
b = -1 = y intercept

The y intercept tells us that (0,-1) is one point on the boundary line.
Another point on the boundary is (4,0) after moving 1 unit up and 4 units right from the y intercept.
The movement "up 1, right 4" is due to the slope 1/4.
slope = rise/run = 1/4
rise = 1 = go up 1
run = 4 = go right 4

Another way to determine (4,0) is to plug x = 4 into the equation to generate y = 0.

The boundary goes through (0,-1) and (4,0) which represent the y and x intercepts in that order.
This boundary line is solid due to the "or equal to" in the inequality sign.
The last step is to shade above the boundary due to the "greater than" portion.
